Diplomat and former UN ambassador Branko Branković explained that if Serbia submits a request for an emergency meeting of the UN Security Council regarding the situation in Kosovo and Metohija, citing Article 35 of the UN Charter, it will definitely happen.

Branković emphasized that Serbia has the right to make a request based on Article 35, which is related to Article 34, which provides that the Security Council can start to consider any dispute, inconsistency, or danger that threatens to endanger peace and international security.

„It is only necessary to initiate the initiative by the members and then the president of the Security Council formally convenes it,“ he said, adding that Serbia had previously not requested a meeting based on Article 35 of the Charter, but because of previous events on the territory of Kosovo and Metohija.

He explained that Serbia’s request, which the President of Serbia, Aleksandar Vučić, announced on Friday, goes to the president of the Security Council, and he then puts it on the agenda for the meeting.

„For the proposal to be adopted, nine positive votes are needed, but there is no veto right because it is a procedural issue. So far, we can count on two, China and Russia, and we need seven more,“ Branković said.

He assessed that great pressure will be exerted on the member states that have recognized the so-called Kosovo to vote against this proposal.

The diplomat also added that consultations among delegations, which are common in such processes, can influence the outcome of the vote.

„Consultations are not held on the fly. You come to the flywheel when something is finalized. There is a large room for consultations, just for correcting various proposals, resolutions,“ he said, adding that it is also important what will be the subject of the vote – the statement of the president, the Security Council statement, or some kind of resolution.

When asked by reporters whether the fact that three Quinte countries are members of the Security Council could be a „tailwind“ for Serbia, he said that we are actually starting what the representatives of this alliance of five countries have requested from us.

„We are the ones who formally launch it in the Security Council, so the Quinte, i.e., the three permanent members, would have to somehow not deceive themselves,“ he said.
